Strategic Procurement Delivers $39 Million in Value in FY26
Strategic Procurement Executive Director Andrew Clark reflects on another year of delivering value across UCSF.
Strategic Procurement exists to make it easier for UCSF to fulfill its missions of patient care, research, and education while ensuring every procurement dollar is spent wisely. This past fiscal year (2026), our team continued to demonstrate that procurement is about much more than processing purchase orders: it's about delivering financial value, reducing institutional risk, and helping departments succeed.
This year alone, our team generated more than $39 million in validated savings through 355 initiatives—including those in cybersecurity, telecommunications, public safety technology, and research—while delivering hundreds of additional savings opportunities across clinical, research, and administrative operations. Approximately 185,000 requisitions were processed in FY26, totaling $960 million with an average cycle time (all work, from submit to PO issuance—including department approvals and central buyer approvals) of 0.63 days. About 8,600 (nearly five percent) of those requisitions were reviewed by Procurement, totaling approximately $763 million (almost 80 percent of spend) with an average cycle time of five days.
These numbers tell an important story. While most routine purchases are completed through streamlined, automated processes, Strategic Procurement focuses its expertise on a small number of complex, high-value transactions where we can create the greatest fiscal impact and protect UCSF from unnecessary risk.

Just as importantly, our team maintained exceptional service levels despite staffing turnover and variable demand for our service. That consistency reflects the dedication, expertise, and collaborative spirit of our procurement professionals and the many campus partners who work with us every day.
Looking ahead, we're helping lead UCSF's Oracle ERP implementation, creating an even smarter procurement experience that will make purchasing faster, simpler, and more intuitive while allowing Procurement to focus on the highest-value opportunities for the university.
