No-Cost Contract Process

A No-Cost Contract is a contract that has no funds exchanging hands (e.g. supplier requirement for free equipment, etc) and must be reviewed by a Supply Chain Management (SCM) Buyer. These contracts are useful on the occasion that a supplier may offer UCSF a free trial of equipment or service. Engaging a supplier for a free service or bringing a supplier's property on campus can be a risky endeavor for departments, especially if the terms of that trial are not documented. The best practice is to document in BearBuy the terms of the free trial which eliminates any confusion for UCSF or the supplier. This also gives SCM the ability to start thinking about the potential procurement of the equipment or service, and any justifications required by your funding. 

Follow the steps below to generate a No-Cost Contract requisition in BearBuy: 

  • Generate a $.01 requisition in Bearbuy;
  • Attach a copy of any contract that the supplier has proposed to the requisition, but note that UC policy dictates we use UC Terms and Conditions so the final contract will reflect UC policy;
  • Attach the UC Procurement Services Equipment Loan Agreement
  • Select the “Buyer Intervention” checkbox (or the requisition won’t route to SCM, it will dispatch to the supplier); 
  • Once submitted, the requisition will route to your Buyer and they will review the contract language.
